Abdul Jalloh, 35, of Sierra Leone, had an indictment that included charges of rape, assault, malicious wounding and robbery, but prosecutors were unable to pursue many cases because most of his victims were homeless and refused to testify against him, the Fairfax County Commonwealth’s Attorney’s Office told The Post.

That left Jalloh on the streets on February 23, when cops say he repeatedly stabbed his mother, 41-year-old Stephanie Minter, to death at a bus stop on Richmond Highway in Fairfax County.

“Our office convicted the defendant on a charge of malicious wounding in 2023, and since then we have made every effort to hold him accountable each subsequent time he has had contact with the criminal justice system,” said Fairfax County Prosecutor Chief of Staff Laura Birnbaum.

“Unfortunately, the defendant in this case also had a history of selecting victims who had no fixed address — some of the most vulnerable members of our society,” Birnbaum said.

She said that prosecutors in several cases “were unable to proceed with prosecution because we had no participation or presence of victims in court hearings, and successful prosecution depended on the testimony of victims.”

He was arrested for rape on October 23, 2018, but no details were available and the case was listed as “nolle prosequi” – which translates to unwillingness to prosecute.

This case was brought under the previous district attorney’s administration and no details are currently available — but the same classification appears in several of Jalloh’s previous arrests, Birnbaum said.

Records show he was arrested at least 18 times between January 2023 and last week — when he was charged with Minter’s murder — on charges of petty robbery, trespassing, public drunkenness, assault and willful wounding — and shooting or stabbing “with intent to maim, mutilate, disable, or kill.”

Online records do not provide further details about previous cases.

What is clear is that Jalloh was a free man when he allegedly attacked Minter, and the incident was captured on surveillance footage and eyewitness accounts after they got off the bus at the crime scene. The police said.

The Department of Homeland Security called on the new Democratic governor to commit to working with Immigration and Customs Enforcement to keep dangerous immigrants off the streets.

“We call on Virginia Governor Abigail Spanberger and Virginia politicians to commit to not releasing this murderer and violent criminal from prison without notifying ICE,” Deputy Assistant Secretary of Homeland Security Laraine Pace said in a statement.
