I Refused to Drive My Boss to Work Meetings—Now HR Stepped In / Bright Side

Hello The bright side,
I am an interior designer, 28 years old. I have been working in the same company for two years.
Recently, my manager and I had to meet with a new client twice a week. The office is located about a 35-minute drive from their location. My boss wants to ride in my car (he doesn’t drive it).
He said, “You’re on work hours, so it’s part of your job!”
I answered, “I’m a designer, not a driver.” And he refused. We ended up taking a taxi instead.
Hours later, when we returned, I walked into the office feeling like something was wrong. I found my entire office in disarray. My colleague asked me to check my inbox, and when I did, I froze.
HR has sent an email to everyone. He said:
“Dear colleagues,
The company decided to implement new measures. Company parking will no longer be free. Previously, this cost was covered by the company, but from now on, employees will have to pay the monthly fee themselves.

This was clearly coming from my manager, as a way to punish me for not leading. Now, everyone, including me, has to pay for parking. The worst part is that my colleagues blame me for this new policy.
The office atmosphere became tense and uncomfortable.
Was I wrong to reject my boss’s leadership, or was I right to stand my ground?
